With growing concerns about the possible impact of artificial intelligence (AI) on all aspects of life, from public health to national security, US President Joe Biden has issued a comprehensive executive order regulating the field.

On Thursday, Biden said the US must manage the technology to deliver on the promise of artificial intelligence and minimise risk. He added that when artificial intelligence is in the wrong hands, it could make it easier for hackers to exploit vulnerabilities in the software that makes US society work.

One provision of the executive order requires developers of the most advanced artificial intelligence models to report their work and provide the government with the results of their security tests.

To ensure that AI cannot create biohazards, Biden is also calling on the Department of Commerce to create guidelines for identifying content generated by artificial intelligence, the National Institute of Standards and Technology to establish rigorous standards for testing artificial intelligence before it is released, and agencies funding life sciences projects to create strong new standards for screening biological synthesis.

In addition, the US president urged Congress to pass legislation to protect data privacy and the Department of Justice to address algorithmic discrimination in government benefit schemes and among rental property owners.

These actions are being called the strongest set of actions that any government in the world has ever taken in terms of security, protection and trust in AI. This is according to White House Deputy Chief of Staff Bruce Reed, who also described it as the next step in an aggressive strategy to do everything on all fronts to exploit the benefits of AI and minimise the risks.

Since ChatGPT Open AI was released last year and its capabilities have shocked governments and regulators around the world, concerns about the dangers of artificial intelligence have increased dramatically.
